  competitiveness. Drawing on his unique vantage point from the NSF\, Huaiy
 u ‘David’ Dai will discuss aligning institutional strengths with emerg
 ing federal priorities to expand research visibility and impact. The sessi
 on will explore a vision for the Institute of Computing and Cybersystems (
 ICC) as a strategic connector\, linking scholarship across departments and
